Allow the mixture to settle after mixing.  The plasticizer in the coloring agent will create additional heat and generate some bubbles in the blended epoxy/color agent.  The plasticizer will also speed the initial cure, causing the epoxy to become sticky, tacky, and difficult to spread smoothly.   Over time I've found that using my finger to spread this mixture works best.  I've tried fine brushes and surgical gloves.  The brushes leave streaks that do not refill easily as the plasticizer binds the epoxy.  The surgical gloves are always coated with talcum powder, which leaves "cakes" of flour-like substance in the finish.  

In the case of a semi-transparent or truly transparent finish, several very thin coats of material containing a minimum of coloring agent will have to be applied to the rod blank.   Remember that the color of the rod blank will show through!   I have found that using white blanks achieves the best results.   I have also achieved outstanding results on heavier fiberglass blanks by sanding down nearly to the matting of the fiberglass, leaving the original color imbedded as "highlights" for the new color as an overlay.
